moving and they have to wait for "windows" to open to be able to get to it, then how do they get the food drops? Dumb question I know, but just thought I'd ask. Also, did anyone think it was a little odd that Mrs. Hawking wouldn't say the name of the man that came up with the idea of the pendulum and locating the island?

Good question!! And how would the submarine know where to find it as well? It seems Richard and Ethan, and maybe Tom Friendly, frequently traveled on and off the island with ease, so I'm a bit confused by this.
I think when the Dharma Initiative was active, there must have been some other way to more easily locate and reach the island. What it is, I have no clue...

There are obviously other ways to leave the island other than the wheel. By that measure, I think the flash at the end of "Jughead" was strategically placed to keep Locke from finding out about it from 1954 Richard. Richard surely would have told Locke a different route off the island if he had time- but because the flash took Locke away before that, he had to resort to the Orchid and set up everything that happened in the future. That flash showed up to make sure Locke didn't muck up the set future by finding another way off. But there is obviously another way.

Whenever they left the island by sub/boat/helicopter, they had to keep a specific bearing. Perhaps it was like a gateway route that stayed for a certain amount of time, maybe even years. If they periodically checked the lamp post station, they would know when to change the bearing. That's what it seems to me anyway.

They might have been able to come and go as they pleased as long as they kept to a particular bearing. Before Ben turned the wheel there was that time discrepancy between Daniel's monitoring equipment and the arrival of the payload. So there seems to be a sort time slippage if things stray from the course.
